Economy
The province has created the Provincial Economic Development and Investment Promotion Office (PEDIPO) to speed up the process, application, and approval of investments in the province. The goal of Governor Ramon V. Guico III is to create more jobs and opportunities for Pangasinenses. To spur economic and tourism activities, the Pangasinan Link Expressway (PLEx) will play a significant role.
Health
One of the top priorities of the Governor is the health and well-being of Pangasinenses. That is why the newly-created Hospital Management Services Office is tasked to oversee the operations of the 14 government-run hospitals under one system. Among the flagship programs are the PhilHealth E-Konsulta, Development of Paperless electronic Medical Records and hospital Information System, upgrading the Service Capabilities of the Hospitals, and other programs under the Universal Health Care Law.
Education
A Memorandum of Agreement (MOA) was entered into by the Pangasinan State University (PSU) and the Provincial Government that will enable both parties to support each other in terms of human resources, capability building, and faculty development.
The Governor also signed a MOA providing funds for the Center for Pangasinan Studies—the research arm of the province, to conduct research projects in various fields.
Along with this is the establishment of the Pangasinan Polytechnic College and the Pangasinan Sports Academy which will harness the full potential of the youth to become world-class athletes and future leaders.
Good Governance
“Housekeeping” is the first step of Governor Guico in creating a more dynamic, transparent, and service-oriented provincial government. Leading by example, he wants to work with diligent, competent, and honest public servants.
Peace and Order
With the leadership of the Governor and the full support of the Philippine National Police (PNP), the province was able to decrease the crime incident rate by 60 to 70 percent in 2023 compared to 2022. This is a result of the continuing police visibility and presence in key areas.
Agriculture
Governor Guico wants to develop a corporate farming industry in Pangasinan, which will boost the farm yield by synchronizing the planting and cropping seasons in clustered areas. Also, there are ongoing programs designed to strengthen the Loac Dairy Farm, Bamboo Industry in Aguilar, and Rice Processing Plant in Sta. Barbara, and revitalization of Salt Farm in Zaragoza, Bolinao.
Tourism
The Governor believes that the fastest way for the local economy to recover is via Tourism. That is why he paved the way for tourism activities such as the Capitol Tour, and the Banáan Pangasinan Provincial Museum at Casa Real as well as the establishment of parks in various parts of the province. Likewise, he initiated the creation of Baywalk Management Office to ensure the proper implementation of engineering policies and regulations.
Outreach and Social Services
Together with Pangasinan First Lady Maan Tuazon-Guico, the Governor is making his leadership felt by the people, especially in the remote barangays. The couple is consistent in their “malasakit” programs such as giving financial, educational, and medical assistance.
Likewise, the Province and the National Volunteerism Service Coordinating Agency (PNVSA) have partnered for the promotion of volunteerism acts and to instill patriotism among stakeholders.
In his first-ever State of the Province Address (SOPA), the Governor reiterated his call to affirm Pangasinense identity through reclaiming values to include Pagtitipid, Paglilinis, Pakikipag-kapwa, Pagtutulungan at Bayanihan, Paglilingkod, Pangunguna, at Pagmamalasakit, and Pananampalataya.
One Filipino value that Pangasinenses cherish, he said, is Pasasalamat or the grace and joy of expressing gratitude.
