Before becoming Sangguniang Panlalawigan Secretary, Atty. Verna T. Nava-Perez first worked as Board Secretary IV in the Sangguniang Panlalawigan Secretariat Services and then as Clerk of Court V at the Regional Trial Court Branch 69 in Lingayen, Pangasinan.

Attorney Perez obtained both her Bachelor of Science in Business Administration and Bachelor of Laws degrees from the University of the Philippines in Diliman, Quezon City.

She also took the Short Course on Citizen Participation and Inclusive Governance at The Hague Academy for Local Governance in The Netherlands and the Executive Education Program at Harvard University Kennedy School in the United States.
