Gov. Guico to register 2 million Pangasinenses with PhilHealth

Lingayen, Pangasinan—The Amendment on the KonSulTa Capitation Sharing, which will be received by the health workers and engaged local government units, served as one of the focal points of the recent Provincial Health Board (PHB) Meeting held at the Urduja Ceremonial Hall here.

PHB Vice Chairman Anna Ma. Teresa De Guzman said that PhilHealth has increased the KonSulTa Capitation from P500.00/individual in 2003 to P1,700.00/individual effective January 2024 as per PhilHealth Circular No. 2024-0013.

‘Ito pong Capitation Fund ay kasali siya na pondo na ilalagay sa Special Health Fund na siya naman ima-manage ng Provincial Health Board (PHB). Ito pong PHB ay pinalawak at pinalakas,’ Dra. De Guzman disclosed.

From the P1,700.00, 80% will go to the Pooled Special Health Fund, which is a component of the Universal Health Care for financial risk protection of Pangasinenses, while the other 20% will be the performance incentives of the health workers.

The 80% pooled fund under the Special Health Fund will be used for the purchase of additional medicines, including 21 molecules to be used for check-ups, maintenance of our constituents, and laboratory and diagnostic tests.

It will also be used for capital investments like the repair of hospitals, health centers, local government units (LGUs), or barangay health stations (either construction or renovation), as well as the purchase of ambulances aimed at strengthening our ambulance network and referral system in the province as well as the capability of our health facilities.

Moreover, 80% will be for the health operation cost, which means payment for the capacity development of health workers in the field of disaster risk reduction to address and respond during disasters and calamities.

Various utilization components of the 80% further include strengthening the information facility and digital solution, remuneration, or hiring additional health workers towards improved and better health services, among many others.

Gov. Ramon V. Guico III’s directive is to register and commit to PhilHealth the two million population of the province, Dra. De Guzman would bring a huge KonSulTa Capitation Fund amounting to 3.4 billion to the province.

As to Universal Health Care, which covers essential health services from promotion to prevention, curative, and rehabilitation, Dra. De Guzman said that it is currently accelerated in the province, and its implementation is a priority program of the governor.

The governor was among the proponents of Universal Health Care Republic Act 11223 during his term as 5th District Congressman, making UHC close to his heart.

The governor is currently pushing for the modernization of the 14 hospitals and their capacity to respond to the needs of the LGU.

‘Mas malusog na Pangasinense ang ating isinusulong sa probinsiya ng Pangasinan,’ Dra. De Guzman said.
