I. EMPLOYMENT FACILITATION

Jobs Fair

Jobs Fair is an employment facilitation method which aims to expedite the meeting of job seekers and employers/international recruiting agencies at one location on a given day in order to save applicants’ time, money, and effort. All jobless workers, both skilled and unskilled, recent college graduates, graduates of training institutes, displaced workers, and employees looking for development are eligible for this. At the jobs fair, candidates choose openings that fit their skills, and businesses may interview and hire eligible candidates right away. A number of organizations are asked to offer help with self-employment and training.

The Pangasinan PESO conducts two types of Jobs Fair namely, Regular Job Fair and Job Fair Caravan:

Regular Job Fair

Is an employment strategy which brings together in one venue, the employers and jobseekers for immediate matching. Regular Job Fairs are usually conducted in PESO.

Job Fair Caravan

Job Fair Caravan is a strategic and innovative project of the Provincial Government of Pangasinan thru the Pangasinan PESO that aims to address the problems of unemployment in the province by providing intensive employment facilitation and giving easier access to jobseekers in far-flung municipalities.
This activity brings the jobseekers and employers together in one venue for immediate matching. The Job Fair Caravan also includes a One-Stop Shop where applicants may avail of government services or assistance. Aside from the job opportunities, a complimentary food station for the applicants is also provided.

Target Participants/Beneficiaries: All jobless workers, both skilled and unskilled, recent college graduates, graduates of training institutes, displaced workers, and employees looking for development are eligible for this program.

Local Recruitment Activity

Refers to the conduct of a recruitment activity of one local company at PESO.

Target Participants/Beneficiaries: All jobless workers, both skilled and unskilled, recent college graduates, graduates of training institutes, displaced workers, and employees looking for development are eligible for this program.

Special Recruitment Activity

Refers to the conduct of a recruitment activity of one recruitment agency at PESO.

Target Participants/Beneficiaries: All jobless workers, both skilled and unskilled, recent college graduates, graduates of training institutes, displaced workers, and employees looking for development are eligible for this program.

Career Guidance and Employment Coaching

Career Guidance and Employment which aims to inform students and job seekers of key labor market information such DOLE’s JobsFit Project, in demand and hard-to-fill occupations in the country, key Students, Jobseekers, and Guidance Counselors Coaching are activities conducted usually in the form of seminar talks employment generators in industries, and jobs which will be in demand in the next 10 years.

It provides a bridge between school and work and assists young adults in choosing an appropriate and sensible career, training and educational choices. The program aims to address the problem of job- skill mismatch by guiding and coaching students of their skills and potential.

Target Participants/Beneficiaries: Students, Jobseekers, and Guidance Counselors

DOLE Programs Implemented

Tulong Panghanapbuhay Para Sa Ating Displaced/Disadvantaged Workers (TUPAD)

The Tulong Panghanapbuhay Para Sa Ating Disadvantaged/Displaced Workers – TUPAD Program is one of the flagship programs of the Department of Labor and Employment in pursuant to the goal of inclusive growth through massive job generation and substantial poverty reduction.

It is a community-based package of assistance that provides emergency employment for displaced workers, underemployed and seasonal workers, for a minimum period of 10 days, but not to exceed a maximum of 30 days, depending on the nature of work to be performed. However due to the pandemic, the TUPAD program is currently being implemented for 10 days where TUPAD workers report for 4 hours per day to limit exposure and contact to prevent the spread of virus. The beneficiaries will receive a remuneration of P400.00/day or a total salary of P4,000.00.

In these unprecedented times, where the unstable imposition of community quarantine and limited face-to-face movement, the perennial effects have brought challenges and troubles in terms of financial and economic status of the people.

The beneficiaries will undergo a basic orientation on safety and health, receive their Personal Protective Equipment (PPE) in the form of T-shirt and buri or cowboy hat. They will also be enrolled in group micro-insurance and receive their TUPAD ID.

Special Program for Employment of Students (SPES)

The Special Program for Employment of Students (SPES) is an employment-bridging program during summer or Christmas vacation that aims to augment the family income of poor but deserving students, out-of-school youth (OSY), and dependents of displaced or would-be displaced workers who intend to finish their education.

The beneficiaries will work for 20 days and receive a remuneration of P568.95/day or a total salary of P11,379.00. The SPES program is jointly funded by the Provincial Government of Pangasinan, who will shoulder 60% of the SPES salary, and DOLE, who will shoulder 40% of the SPES salary.

Government Internship Program (GIP)

The DOLE-GIP provides 3-6 months internship opportunities for high school or senior high school, technical-vocational or college graduates who want to pursue a career in public service in either local or national government.

The beneficiaries will be working for 6 months and will receive a remuneration of P400.00/day.

II. MIGRATION AND DEVELOPMENT

OFW Help Desk

The Pangasinan OFW Desk was established on March 18, 2011 by virtue of Provincial Ordinance No. 149-2011 which was authored by former Vice Governor Jose Ferdinand Z. Calimlim, Jr., former Board Member Ranjit R. Shahani, former Board Member Von Mark R. Mendoza and co-authored by all Sangguniang Panlalawigan Members. Subsequently, Executive Order No. 0085-2011 was issued creating the OFW Task Force that later evolved to become the Migration and Development Council under Executive Order No. 0021-2014.

Objectives:

To alleviate the sad plight of the Overseas Filipino Workers and their families from the Province of Pangasinan, by providing them assistance from pre-departure to the country of destination and returning home

To disseminate public information and raise the level of awareness on the advantages and disadvantages of overseas employment

To promote a gender-sensitive orientation in providing assistance especially to Women Overseas Filipino Workers.

Target Participants/Beneficiaries: Overseas Filipino Workers (Active & Returnees), OFW Dependents, and Aspiring OFWs

Anti-Illegal Recruitment & Trafficking in Persons Campaign/Pre-Employment Orientation Seminar

Aims to address problems of Illegal Recruitment & Human Trafficking in the province.

Target Participants/Beneficiaries: Students, Job Seekers, OFWs

Pangkabuhayan Caravan para sa OFWs / Livelihood Assistance for OFWs

Is a special livelihood project of the Provincial Government of Pangasinan for distressed/displaced OFWs to help them engage in livelihood/small business.

Target Participants/Beneficiaries: Repatriated Overseas Filipino Workers/ distressed/displaced OFWs

Pangasinan OFW Family Day

The Pangasinan OFW Family Funfair serves as a tribute to Pangasinan OFW Families in recognition of their sacrifices and contributions to economic development.

Objective:

To promote camaraderie and a harmonious relationship among OF/W Families.

Target Participants/Beneficiaries: Overseas Filipinos, Overseas Filipino Workers, and their Families

III. EMPLOYABILITY ENHANCEMENT PROGRAM

Skills/Livelihood Training

A training with employment assistance program (wage/self- employment) that will help our labor force obtain skills, knowledge, competencies and attitude relevant to industry needs and help them earn a decent living.

Target Participants/Beneficiaries: Out-of-school youth, unemployed adults, displaced workers/OFWs and others

Career/Entrepreneurship Development Training

A training program that provides participants necessary skills, knowledge and right attitude that will be useful at the workplace and/or develop them to become future entrepreneurs.

Target Participants/Beneficiaries: Job Seekers, Workers, Professionals, and Students

Industry Immersion Assistance

A funding program given to trainees after training as a form of financial assistance.

Target Participants/Beneficiaries: EEP Graduates
