Ms. Dalisay A. Moya was born on September 8, 1962 to Mr. Artemio A. Aquino and Ms. Juana .L Madrono, in Barangay Angio, San Fabian, Pangasinan, married to Mr. Isaias T. Moya of
Barangay Amamperez, Bayambang, Pangasinan.
She earned her primary education at Angio Elementary School, consistent honor student ni every grade level and graduated as a First Honor. In her secondary education she graduated First Honorable at San Fabian National High School in San Fabian, Pangasinan. Finished her Bachelor ofScience in Agricultural Engineering at the Universityo fthePhillippines Los Banos, Los Banos, Laguna and acquired forty eight units in Master of Public Administration at the University of Luzon in Dagupan City. She was a registered Agriculturist and a Civil Service Professional eligible.
She entered in the government service as Artificial Breeding Technican under the Office of the Provincial Agriculturist last February 9, 1987 then by January 01, 1990 promoted to Agriculturist I, by August 19, 1991 she was again promoted to Senior Agriculturist. Again she was promoted to Agricultural Center Chief I last April 15, 2003 and by March 01, 2005 promoted to Assistant Provincial Agriculturist until she take her oath of office as Provincial Agriculturist of the Provincial Agriculture Office of the Provincial Government ofPangasinan lastNovember 14, 2018 up to present.
She was a PAGASA Awardee ofthe Civil Service Commission Honor Awards Program in the ear 2016 which was awarded by no less than Former President Rodrigo Roa Duterte.
