The Human Resource Management and Development Office of the Provincial Government of Pangasinan primarily envisions having highly motivated and empowered employees committed and responsive to providing genuine public service.
Mission
To develop and sustain an effective, highly motivated team of dignified, self-confident, and dedicated public servants.
Goal
It is our goal to hire, develop, and retain a sufficient number of highly competent and values-driven
human resources by providing assistance to employees and enhancing their capacities and
capabilities to improve their performance and enable them to deliver quality, effective, and efficient services to the community.
Significant Achievements
The Human Resource Management and Development Office has integrated all four core human resource processes, from Recruitment, Selection, and Placement, Learning and Development, Performance Management to Rewards and Recognition resulting in having a Culture of Qualified, Competent, Performing, and Satisfied Workforce.
Through this integration, the Provincial Government of Pangasinan, through the Human Resource Management and Development Office, received the Bronze Award under the Program to
Institutionalize Meritocracy and Excellence in Human Resource Management (PRIME-HRM) conferred by the Civil Service Commission on July 20, 2018. The Provincial Government of Pangasinan is one of the three provinces to first receive such an award.
The Human Resource Management and Development Office has been certified to ISO 9001:2015 Quality Management System (QMS) by Certification International Philippines since February 2014.
Moreover, through the Human Resource Management and Development Office, the leadership and people management practices of the Provincial Government of Pangasinan were accredited by Investors in People (liP). Investors in People is an international accrediting body based in London that assesses the leadership and people management practices of organizations based on international standards toward becoming high-performing organizations.
With this, the Provincial Government of Pangasinan was adjudged winner of the Employer of the Year, Accredited (250+ employees) in the Investors in People Awards 2020. This award confirmed the commitment of the Provincial Government of Pangasinan in providing genuine public service
through employee engagement, teamwork, and dynamism.
