PCL Week Celebration Kick-off ceremony held at PTDC II

LINGAYEN, PANGASINAN—Sangguniang Panlalawigan (SP) Member Arthur C. Celeste, Jr., led the kick-off ceremony of the PCL (Philippine Councilors League) Week Celebration- Pangasinan Chapter during the flag raising ceremony on September 4 at the Provincial Training and Development Center (PTDC), here.

In his message, the PCL Pangasinan Chapter president disclosed that the week-long celebration is highlighted with two activities which will be held on September 6 in Alaminos City.

The league’s scheduled activities include a Blood Letting activity and Mangrove Planting Activity to be conducted at the Mangrove Park in Brgy. Bued. Both will be enjoined by all members of the PCL Pangasinan Chapter and other groups or sectors.

On the blood letting activity, Board Member Celeste said that this will redound to the benefit of Pangasinenses who are in need of blood. “Ang dami po nating kababayan na nangangailangan ng dugo, we believe na malaking tulong ito sa kanila,” he said.

The mangrove planting, on the other hand, aims to raise awareness among Pangasinenses on the importance of the environment. The Mangrove Park is the newest attraction in Alaminos City which allow visitors to have a walk through the boardwalk experience of greenery and wildlife while overlooking the view of the Hundred Islands National Park .

OWWA intensifies campaign in promoting its programs and services

Alaminos City, Pangasinan – The Overseas Workers Welfare Administration (OWWA) Region I headed by OIC – Regional Director Gerardo C. Rimorin and OIC Regional Director Romeo A. Jaramilla of the Department of Migrant Workers (DMW) Regional Office 1 led the Press Conference on OWWA Programs and Services at the First Islatel Hotel & Leisures, here.

Said activity aimed to foster awareness on the programs and services of the agency to help Overseas Family Workers (OFWs) and their families through intensive information dissemination.

“We look forward na through this conference ay mas mapaigting pa ang ating pagpapalaganap at pagpapaalam ng mga information and programs at marami tayong matulungan na OFW especially that Pangasinan has the largest number of OFWs among all the provinces here in Region 1,” OIC- Supervising Administrative Officer Christian Brylle T. Navarro said.

The OWWA programs and services are designed to protect and promote the welfare and well-being of OFWs and their dependents includes Social benefits, Education and Training Assistance, Workers Welfare Assistance and the Social Services and Family Welfare Services as well as Special Projects. These are aligned to address the needs of the member-OFWs in the entire cycle of migration namely: Pre-Departure, Onsite Employment, Return and Reintegration.

OWWA serves as potent force in providing timely and responsive interventions 24/7 a week, with assured quality standards.

Gov. Guico to sign MOU with DOH-CHD1 for 2023 Healthy Settings Program for Healthy Communities implementation

LINGAYEN, PANGASINAN—The Sangguniang Panlalawigan (SP) in its regular session on September 4, approved a resolution authorizing Governor Ramon V. Guico III to enter into and sign a Memorandum of Understanding with the Department of Health (DOH)-Center for Health Development (CHD) 1 for the implementation of the 2023 Healthy Settings Program for Healthy Communities.

Sponsored by SP Member Shiela Marie F. Baniqued, the resolution stated that “in the implementation of the program, it is the objective of the Province of Pangasinan and the Department of Health to further improve and sustain an efficient and effective health care delivery system in the Province through health promotion initiatives designed to ensure that the environments wherein individuals live, learn and work are promotive and protective of health.”

As stated in the resolution, there are various minimum components which the law mandates in local health systems. These are as follows: primary care provider network with patient records accessible throughout the health system; accurate, sensitive, and timely epidemiologic surveillance systems; and proactive and effective health promotion programs and campaigns.

“Section 30 of Universal Health Care Act Implementing Rules and Regulations provides that local government units, guided by the Health Promotion Framework Strategy, shall issue and implement effective health promotion policies and programs that promote health literacy and healthy lifestyle among their constituents, prevent and control diseases and their risk factors to advance population health and individual well-being,” the resolution likewise stated.

RA 11223 or the Universal Health Care of 2019 mandates the implementation of health reform program that will ensure that every Filipino is guaranteed an equitable access to quality and affordable healthcare services and is protected against financial risks.

DEVELOPING STORY | Gov. Guico: “Suspension of work & classes should first be localized”

Governor Ramon V. Guico III during the regular flag raising ceremony held on September 4, said suspension of work and classes should first be in the discretion of the Local Government Units (LGUs) depending on the weather situation in their localities.

In stating this, he disclosed that there is a process and system in declaring province-wide suspension of work and classes.

“Napakalaki po ng probinsiya at hindi lahat ng lugar ng ay binabaha,” the governor stated as he further said that the PDRRMO is regularly monitoring the situation to include the water levels in dams and rivers in the province and even outside Pangasinan.

Gov. Guico said the provincial government is constantly coordinating with the LGUs and other agencies involve in the process. “Once we find out that there is a need to declare suspension, we will do so. Right now the LGUs (municipalities and cities) are empowered to declare suspension in their respective locality,” he stressed.

The heavy rains over the weekend was caused by enhanced Southwest Monsoon that is affecting the country. Luzon Local Weather posted by the Pangasinan PDRRMO issued at 5PM on September 3 stated that as of 4PM that day, the center of the eye of Typhoon Hanna was estimated based on all available data at 245 km. North Northwest of Itbayat, Batanes with maximum sustained winds of 155 km/h near the center, gustiness of up to 255 km/h, and central pressure of 950 hPa and it is moving West Northwestward at 20 km/h.

On heavy rainfall warning, yellow warning level is raised over Pangasinan. For yellow rainfall warning, 50-100mm of rain in one to two hours is expected. Possible flooding and landslides in flood and landslides-prone areas are likely to happen.

Pangasinenses especially those residing in flood-prone areas, are encouraged to be vigilant while fishermen are advised to refrain from fishing to ensure their safety.

PAG-IBIG Fund names LGU-P’sinan as Top Employer anew

LINGAYEN, PANGASINAN—The Provincial Government of Pangasinan was cited as one of PAG-IBIG Fund’s Top Employers in North Luzon for the first semester of 2023.

The award was given on August 30 at Clark Marriott Hotel, in Clark Freeport, Pampanga and received by Provincial Accountant Atty. Marlon Operaña on behalf of the provincial government.

This came after stakeholders in the country’s major regions were apprised on specific accomplishments and partnership that led to record-high achievement of PAG-IBIG Fund in terms of its net income, membership savings, loan releases and payment collections.

Reportedly, PAG-IBIG Fund’s net income in 2022 reached P44.50 billion which is 28% higher than the previous year.

In the plaque of recognition awarded to the province it stated that the Provincial Government of Pangasinan significantly contributed to PAG-IBIG Fund’s efforts of providing Filipino workers the benefit of its savings programs and access to affordable home financing.

The provincial government under the stewardship of Governor Ramon V. Guico III, on the other hand, assured PAG-IBIG Fund of its continuous assistance and support in the agency’s various programs.

Said award reflects the hard work of all government officials and employees from the highest down to the lowest rank contributing to the continued growth of the financial institution.

Pangasinense is 2023 Korea Open Int’l Taekwondo Championships’ Best Player

LINGAYEN, PANGASINAN—Another Pangasinense brought pride to the province after being hailed as the best player in Poomsae Individual Male (G2 Event Under 30) during the 2023 Korea Open International Taekwondo Championships in Chuncheon, South Korea.

Ian Matthew Corton, a native of Lingayen town, won a gold medal in the said prestigious sporting event joined by 3,000 individuals from 60 participating countries.

In commendation of his feat, the Sangguniang Panlalawigan (SP) in its recent special session last week, approved a resolution.

Corton is a member of the Philippine Taekwondo Team and he has earlier won bronze and silver medals in the same sporting event during the 32nd Southeast Asian Games held in Phnom Penh, Cambodia last May 5-17, 2023.

“The winning and sterling performance shown by Ian Matthew Corton will serve as a shining example to aspiring athletes, encouraging them to dream big, and pursue excellence in their chosen fields,” the resolution authored by Board member Haidee S. Pacheco stated.

The 2023 Korea Open International Taekwondo Championships was hosted by Chuncheon City and the Korea Taekwondo Association. Poomsae is a sequence of taekwondo techniques linked together into a pattern of moves.

“Such feat of Ian Matthew Corton is his first recognized U30 Individual International Medal which showcased his kicking and punching techniques as a male fighter in taekwondo competition,” the resolution disclosed.

Moms join Family Planning Caravan

One hundred fifty women from 13 barangays of RHU 3 were the main participants in this year’s Family Planning (FP) Month celebration highlighting Responsible Parenthood and Family Planning (RPFP) Caravan on August 29 at Basing Covered Court, Brgy. Basing, Lingayen.

The provincial government through the Provincial Population Cooperative and Livelihood Development Office (PPCLDO) in partnership with LGU-Lingayen, DOH Region I, Commission on Population and DKT spearheaded the event.

With the theme: “Usap tayo sa Family Planning para protektado ang Pamilyang Pilipino,” aimed to increase awareness on the importance of family planning, responsible parenthood and reproductive health, promoting the overall health and well-being of the mother and child as well as the entire family.

Dr. Shayne C. Delos Santos – Borling, Medical Officer IV – RHU III said that family planning is close to her heart. With this, she considered program for women her priority.

“With family planning program, mas maayos ninyo ang samahan ninyong mag-asawa, mas maayos ninyo ang responsiblities ninyo bilang magulang at maayos ninyo ang inyong sarili bilang ina at babae,” she further added.

Likewise, Dr. Delos Santos-Borling disclosed that LGU-Lingayen under the leadership of Mayor Leopoldo N. Bataoil was chosen from among all the municipalities of Region I which includes Pangasinan as beneficiary of the Family Planning Caravan relative to the celebration of Family Planning Month this August.

Educating the participants through a lecture on responsible parenthood and safe family planning methods forms part of the activity.

Among the RPFP / Health Services offered for free includes Tubal Ligation to be undertaken at the Lingayen District Hospital (LDH); Implant (insertion and removal) and free contraceptives.

Beauty Care services and food packs were likewise provided for the participants by LGU-Lingayen.

TESDA spearheads World Cafe of Opportunities, a National Tech-Voc Day

The Technical Education and Skills Development Authority (TESDA) in partnership with the provincial government through the Pangasinan Provincial Employment Service Office (PESO) headed by Richelle Raguindin conducted a mega Job Fair dubbed World Cafe of Opportunities (WCO), a National Tech-Voc Day on August 25 at the Provincial Training and Development Center I (PTDC 1) Lingayen, Pangasinan.

National Tech-Voc Day highlights TESDA’s 29th Anniversary celebration that serves as a conduit for jobseekers and businesses looking for talented workers. It is a one-stop-shop for employment bringing together employers, TESDA scholars, graduates, trainees, and various government agencies composed of the SSS, PHILHEALTH and Pag-ibig.

Ronald Allan M. Sta. Ana, Supervising TESDA Specialist who gave an overview of the activity said that WCO was established under RA 10970 declaring August 25 of every year as National Tech-Voc Day.

Meanwhile, newly-installed Provincial Director of TESDA Pangasinan Rolando V. Dela Torre formally declared WCO opened.

In today’s activity, there were 172 applicants who registered for overseas employment and 201 for local employment or a total of 373 applicants. Out of the 373 applicants wanting to land a job, eleven (11) were Hired On The Spot (HOTS).

Speaking on behalf of Governor Ramon V. Guico III, Rocky Magliba as Chairman of the Provincial Technical Education and Skills Development committee, commended the efforts of the business leaders, educators and community organizers who worked tirelessly to bridge the gap between aspiration and achievement.

‘Our commitment extends beyond merely creating jobs, it extends to fostering an environment of skills, talents and aspirations to find their rightful place and to achieve this, we are dedicated to investing in education and skills development ensuring that our citizens are equipped with the tools they need to thrive in a rapidly evolving job market,’ he further added.

Pangasinan to host Philippine Football Federation National Championship

Provincial Sports Coordinator and Narciso Ramos Sports and Civic Center (NRSCC) Head Leo C. Arnaiz disclosed that Pangasinan sports facilities were rated 10/10 by the Philippine Football Association.

The province under the stewardship of Gov. Ramon V. Guico III who, is also the Pangasinan Football Association President will play host to the Philippine Football Federation national championship slated in September and, Festival of Football for the grassroots in October respectively.

It has been the goal of the present administration to train and produce competitive athletes who can become national and international champions thus transforming Pangasinan to eventually become the best province in terms of sports development.

Sports highlights the aim to develop the technical know-how and develop the character.

This is done through the conduct of seminars to develop good technical know-how and complement the importance of character such as the recent Coach, Ref/Judge Licensing Seminar Examination.

Arnaiz bared that we already have competent coaches so, we only need to update the coaches with the proper technical aspect of the sport by communicating with the institution in the Philippines that deal with the sports.

“There are clubs all over Pangasinan that develop athletes in their own respective sport”, he added..

One of the most organized in Pangasinan according to him is swimming because there is an association of coaches of Northern Luzon that meet and share their knowledge in this sport.

“Our race is talented. Kailangan lang turuan ng tama. Character development is a very big aspect of educating our athletes.In fact, ang daming sports na malakas ang Pangasinan. As a matter of fact, out of more than 120 lgus in the Philippines, Pangasinan ranked 7th in the Batang Pinoy after the pandemic. With this, the governor hopes that we rank first in the next Batang Pinoy,” Arnaiz said.

Arnaiz even cited a boy who, after the Batang Pinoy wrote and thanked the governor for his sports program.

“Governor, thank you for allowing me to achieve my dream of winning two gold medals and one silver but my dream is to really win gold medal in the Olympics,” he said.

Another is Jojo Bigay who considers the NRSCC as his training ground in his desire to break the Guinness Book of Record in Backward Running.

We really have golden nuggets here, Arnaiz added.

Other sports activities that are underway include the Philippine Beach Games like beach volleyball, beach football and the indoor rowing which is an Olympic sport. Arnaiz considers our province as among the strongest in this field.

“A good coach can change a game, an excellent coach can change a life,” Arnaiz shared.

SP okay upgrading, rehab & possible transfer of Lingayen Airport

LINGAYEN, PANGASINAN—Members of the Sangguniang Panlalawigan (SP) expressed their full support to the upgrading, rehabilitation and the possible transfer of the Lingayen Airport.

As manifestation of support, a resolution was approved during a special session of the provincial board on August 24.

Authored by Sangguniang Panlalawigan Member Salvador S. Perez, Jr., the resolution stated that “at present, the Lingayen Airport has not been adequately maintained nor any considerable improvement has been thereat to modernize the same as compared to existing developed airports of other provinces in the country.”

One of the main thrusts of the administration of Governor Ramon V. Guico III is the enhancement of tourism, trade, commerce and industry in Pangasinan.

The upgrading of facility, into a “fully functional and well-developed Lingayen Airport will not only attract local and foreign tourists and investors but will also serve as a symbol of growth and progress in the Province of Pangasinan,” the resolution disclosed.

The Lingayen Airport is classified as a feeder airport. It has been originally envisioned to cater to the air transportation needs of the province and the nearby provinces.

Under the present administration, plans to improve the province’s infrastructure landscape such as the construction of the Pangasinan Link Expressway, are prioritized.

Plans to establish new tourism facilities to enliven the industry are also on deck.

Gov. Guico to ink partnership with DOH-CHD1 for the implementation of Post-Residency Deployment Program

LINGAYEN, PANGASINAN—Governor Ramon V. Guico III will enter into and sign a Memorandum of Agreement (MOA) with the Department of Health (DOH)-Center for Health Development 1 (CHD1) for the implementation of the Post-Residency Deployment Program (PRDP) in the province.

This develop after the Sangguniang Panlalawigan (SP) approved a resolution which was authored by Board Members Shiela Marie F. Baniqued and Jerry Agerico B. Rosario during a special session on August 24, for the purpose.

“Republic Act No. 11223, otherwise known as the Universal Health Care Act of 2019, provides that the DOH shall deploy health care workforce under the National Health Workforce Support System to augment human resource needs in public health systems,” the resolution stated.

Provision of quality health program for the sick and less-privileged Pangasinenses is one of the priorities of the present administration. Hence, upgrading of health service capabilities and augmentation of human resources in the 14 government hospitals were among the major thrusts of the present administration.

“To augment human resource for health for the provincewide health system of the Province of Pangasinan, the Memorandum of Agreement (MOA) delineating the obligations and responsibilities of the province and DOH in the deployment of medical specialists in the provincial hospitals is necessary in the implementation of Post Residency Deployment Program,” the resolution disclosed.

It was likewise stressed in the resolution that the DOH-Center for Health Development 1 shall facilitate the deployment of Residency Training Program graduate physicians to the province to reinforce the human resource requirement in government hospitals.
