Gov. Guico reiterates commitment to agri-sector thru medium & long-term projects

LINGAYEN, PANGASINAN—Commitment to farmers has been the battlecry of Governor Ramon V. Guico’s administration in its aim to transform the agriculture sector as partners towards Pangasinan’s food security.

In more than a year of his administration, Gov. Guico along with local leaders planned and strategize various initiatives to enhance agriculture sector competitiveness thru medium and long-term projects/programs.

Corporate farming program, a flagship program of the Guico administration, was introduced in the latter part of 2022, primarily to enhance Pangasinan’s food production and transform farming into a profitable economic enterprise.

Under the corporate farming program are major projects to include rice production, corn production and high value crops production.

Utilizing the “convergence approach or strategy,” program partners which include private entities, were tapped to collectively address the gaps in the food value chain thru farm consolidation leading to corporate farming.

As this developed, a Memorandum of Agreement (MOA) was executed between the Pangasinan provincial government and the Rice-to-Rise Program of TAO Foods Company, Inc., to venture in “contract growing” with farmers associations; financing institutions’ resources to provide financing needs; and agricultural supplies entities’ network to supply farm inputs at minimal costs.

Initial inputs were provided to farmer cooperatives such as organic and inorganic fertilizers and pesticides and agro chemicals. To date, there are 163 hectares established with some 173 farmer-cooperatives.

Furthermore, the provincial government thru the Office of the Provincial Agriculturist (OPAg) led by Ms. Dalisay Moya, regularly provides technical assistance and technology transfer skills training and livelihood assistance for farmers and fishermen.

Skills training on crops and fishery production, food processing, packaging and technologies, institutional and entrepreneurial are held to equip farmers with modern and appropriate technology and enhance their management and marketing skills preparing them to become agri-preneurs.

To increase production yield and income of farmers, the Provincial Government of Pangasinan distributed significant amount of high quality palay and corn seeds as well as other production inputs such as fertilizers, insecticides and pesticides.

Farm mechanization was boosted thru the support of national agencies notably the Department of Agrarian Reform (DAR). It can be recalled that in June this year, agricultural equipment worth P42.4 million were distributed to 13,609 farmer-members from 109 agrarian reform beneficiary organizations in the province.

For its part, the provincial government distributed 83 hand tractors and 10 units of axial flow pump to various farmers and fishermen associations and vegetable growers. The National Irrigation Administration (NIA), on the other hand, supplied pump and engine sets to 70 associations.

In its support to the fishery sector, the present administration through the agriculture office, awarded a total of 160 gill nets and 40 fish coolers to various associations and some 93 units of fiber reinforced plastic boats. This benefited fishermen from 10 coastal municipalities in the province.

The province’s three provincial hatcheries also distributed a total of 816,800 pieces of tilapia and hito fingerlings which were dispersed in various communal bodies of water. Said project is aimed to increase fish population density, increase catch and income of fishermen.

The provincial government also continuously collaborate with the Philippine Rural Development Project (PRDP) in preparation for the sun-project’s inclusion under Scale-up funding.

The sub-project was proposed to help address inadequate supply of milkfish (bangus) fry in the country. Costing a hefty amount of P241.5M, the bangus breeding and hatchery project will be constructed in Barangay Arnedo, Bolinao town.

“As the Bangus Capital of the country, we will soon produce 100,000,000 bangus fry every year through our Pangasinan Bangus Breeding and Hatchery Project in Bolinao,”Gov. Guico stated in his first State of the Province Address (SOPA) last March 2022.

PPJ inmates, thankful to Gov Guico for ordering increase in meal allowance

Persons Deprived of Liberty (PDL) of the Pangasinan Provincial Jail (PPJ) commended Gov. Ramon V. Guico III for ordering another increase in their meal allowance.

From its current P100/day meal allowance for each PDL,it increased to 120.00/day effective July this year.

PPJ Chief Lovell Dalisay said that this will ensure an improved care and treatment for the 248 inmates currently housed at the facility.

It can be recalled that in 2022, Gov. Guico III ordered the increase of inmates’ daily subsistence allowance from P70.00 to P100.00.

Dalisay disclosed that PPJ has the highest daily subsistence compared to Bureau of Corrections / New Bilibid Prison (BUCOR/NBP), La Union Provincial Jail (PJ) as well as provincial jail of Ilocos Norte, Ilocos Sur, Bulacan, Albay, Negros Oriental, Benguet and Aurora.

Aside from the increase in meal allowance, the PPJ in collaboration with the Provincial Health Office (PHO) also conducts Quarterly Medical/Dental Mission for PDL, the first of which was last June 9 and the next is scheduled on September 22.

Upcoming activities of the PPJ include the conduct of Alternative Learning System (ALS) for 21 elementary and 38 high school undergraduate PDL tentatively slated on Sept. 20 and, the Community-Based Skills Training Project (Basic Electrical Troubleshooting and Basic Carpentry Repair sometime in October through PESO.

Meanwhile, Dalisay bared some of the significant accomplishment of the Pangasinan Provincial Jail to wit; No recorded escape of inmates; No issued contempt of court (100% compliant of the order of the Court) and No issuance of disallowances. (Chona C. Bugayong/ Pangasinan PIO)

PHO and Pangasinan Provincial Blood Bank conducts ‘Mobile Blood Donation’

Lingayen – In its steadfast commitment to ensure the health and well-being of its employees, the province through the Provincial Health Office (PHO) and the Pangasinan Provincial Blood Bank conducted a “Mobile Blood Donation.”

The activity formed part of the Employees Health and Wellness Day held on September 14 at the Pangasinan Training and Development Center II, here.

Anchored on the theme; “Dugo Mo, Dugtong Ng Buhay Ko,” civil servants from various offices under the Governance Sector participated as blood donors in an aim to ensure availability of blood especially during emergencies.

Some 18 blood donors passed the screening.

Said endeavor can be life saving and life sustaining for individuals who have lost blood because of accidents and natural disasters as well as those with diseases like acute anemia or with dengue patients with dangerously low platelet count and, even in cases where blood transfusion is needed.

Offices under the Governance Sector includes the Provincial Governor’s Office, Provincial Archive and Records Center, Provincial Community Development and Training Office, Management and Information Services Office, Pangasinan Provincial Jail, Human Resource Management and Development Office, Provincial Information Office, Legal Office, Pangasinan Provincial Library, Pangasinan Planning and Development Office and, the Bids and Award Committee.

A total of 241 employees have availed of the various medical/physical services to wit; medical consultation, ECG, X-Ray and vital signs like uric, cholesterol, Fasting blood sugar (FBS) and Random blood sugar (RBS).

USA, to aid Pangasinan in its fight against TB

The Provincial Government of Pangasinan will receive a $250,000 grant from the United States Agency for International Development (USAID) for the Tuberculosis Implementation Framework Agreement (TIFA) project.

With this, Governor Ramon V. Guico III will enter into and sign a five-year cooperative agreement with the JSI Research and Training Institute, Incorporated for the adoption of the TIFA project.

This developed after the members of the Pangasinan Provincial Board unanimously approved the resolution sponsored by Sangguniang Panlalawigan (SP) Member Shiela Marie F. Baniqued who chairs the committee on health, during a regular session held on September 11, for the said purpose.

As stated in the resolution, “TIFA is a key component of the USAID Global Accelerator to end TB and the journey to self-reliance that develops and manages partnership with local government entities and other local partners to implement locally generated solutions to improve TB services in USAID priority countries.”

Moreover, under TIFA, JSI Research and Training Institute, Inc., is building country ownership and accountability to accelerate host governments along the journey to self-reliance by building their capacity and commitment and leveraging domestic resources to increase impact and sustain important investments.

The Provincial Health Office (PHO) which spearheads the implementation of the Tuberculosis Control Program in the province, will take charge of the supervision of the schedule of activities to be undertaken.This aims to effectively and efficiently deliver quality clinical and laboratory services among patients with tuberculosis covered by the USAID-TIFA funded project.

Said project is designed to further reduce the prevalence of tuberculosis cases in Pangasinan.

Provincial Scholarship Program (PSP) Qualifying Exam slated on September 16

All is set for the Provincial Scholarship Program (PSP) qualifying examination which will be held simultaneously in two (2) testing centers on Saturday, September 16.

The examination for 3,842 examinees will take place at the Pangasinan National High School (PNHS), Lingayen while the other 2,339 examinees will be at the Juan G. Macaraeg National High School in Binalonan town.

Said scholarship grant is pursuant to Provincial Ordinance N0.301, Series of 2023.

This continues to thrive for the academically highly competent but financially challenged incoming first year college students.

Spearheaded by the Education and Community Development Office headed by Rocky D. Magliba, Consultant, the scholarship ran its application period from August 7 up to August 18 at Pangasinan Training and Development Center 1, Lingayen.

Nomination for provincial government Civil Service Heroes is now open

Search is on for 2023 Civil Service Heroes (Natatanging Galing ng Lingkod-Kawani 2023)!

The annual search highlights the 123rd Civil Service Commission (CSC) Anniversary celebration conducted by CSC through the Human Resource Management and Development Office (HRMDO) headed by Janette C. Asis.

Said activity serves as a path to recognize civil servants for their hard work and sustained remarkable contributions in an aim to further motivate employees to perform their duties with excellence and instill a deeper sense of involvement in public/community service.

Awardees will be screened and chosen from among the qualified nominees who have made outstanding contributions, achievement or legacy related to public service and are deemed worthy of the prestigious award.

Eligible nominees are the provincial government employees regardless of their employment status; former employees of the provincial government who left after September 1, 2022 due to resignation, retirement, transfer, or death; nominees with no ongoing administrative or criminal case; nominated groups can include employees from the same office or multiple offices forming one entity and those who exhibited remarkable and effective contributions to their respective offices, provincial government or the community.

Meanwhile, employees who were already conferred the same title can no longer be nominated.

Screening will be conducted by Values Restoration Officers on September 18-19 at the Center for Excellence in Employee and Organization Development, Palaris Building, here. A nominee however, can be called for an interview during the deliberation upon the discretion of the screening committee.

Announcement of selected awardees will be on September 25 while the Awarding of Civil Service Heroes will be done during the culmination of activities slated on September 29 at the Provincial Training and Development Center II (PTDC II).

Almost 6,000 employees of Pangasinan Prov’l Govt. may avail of free medical, physical check-up & beauty care

LINGAYEN, PANGASINAN—Employees of the Pangasinan provincial government will be treated with free medical and physical check-up and beauty care and wellness on September 14 and 15 at the Provincial Training and Development Center (PTDC) II, here.

The grand medical and physical check-up is one of the activities scheduled by the provincial government for the 123rd Philippine Civil Service Anniversary celebration this month. Through this activity, employees can avail of free medical check-up and free medicines/vitamins, as well.

Spearheaded by the Human Resource Management and Development Office (HRMDO) under the stewardship of Ms. Janette Asis, the activity is enjoined by doctors and some nurses from the 14 government hospitals in Pangasinan who will conduct the medical check-up.

Other services that employees can avail include fasting/random blood sugar testing, cholesterol level testing, x-ray, and electrocardiogram (ECG) test.

The health and wellness of almost 6,000 employees to include permanent, casual and job order workers, has been the priority of Governor Ramon V. Guico III and free medical and physical check-ups are some of its regular activities.

Following the grand medical and physical check-up is the conduct of beauty care and wellness. Services offered free of charge include body massage, hair cut, hair coloring, foot spa, and manicure/pedicure.

LGU-P’sinan inaugurates Banaan Pangasinan Provincial Museum on Sept. 8

LINGAYEN, PANGASINAN–The Pangasinan Provincial Government will inaugurate the first-ever storehouse of the province’s colorful past and its diverse culture and arts, tomorrow, September 8 at 4 o’clock in the afternoon.

Located in the historic Casa Real beside the Lingayen Municipal Hall, the Banaan Pangasinan Provincial Museum isn’t just an ordinary structure but an edifice that will allow visitors to travel back in the past.

 

A visit to the museum will allow visitors to get a glimpse during Princess Urduja’s time, the Galleon Trade, American Colonialism, and World War II. Various artifacts, artworks, art installations, and interactive features are also found there.

For its formal inauguration, a brief program will be held where Governor Ramon V. Guico III will deliver a message and Vice Governor Mark Ronald DG. Lambino will render the welcome remarks. An inspirational message will be given by National Historical Commission of the Philippines (NHCP) Chairman Emmanuel Franco Calairo to highlight the event. Unveiling of the museum marker and ribbon-cutting ceremony will immediately follow.

Earlier, the Pangasinan Tourism and Cultural Affairs Office (PTCAO) led by Ms. Ma. Luisa A. Elduayan, launched the museum’s online booking system. As announced by the PTCAO, the museum will be open to the public starting September 11, 2023.

Provincial employees visual skills highlight this year’s Mobile Photography Contest

LINGAYEN, PANGASINAN—With the theme, “Cultivating Dynamism Among Government Workers to Foster Sustainable Management and Strengthen Organizational Resilience,” the Mobile Photography Contest for provincial government employees slated this September, is expected to be a competition of artistic talents.

The contest is part of the province’s celebration of the 123rd Philippine Civil Service Anniversary.
The seven (7) provincial government teams are as follows: Governance, Legislative, Finance, Social Services, Economic, Infrastructure, and Hospital Management.

Based on the mechanics crafted by the Human Resource Management and Development Office (HRMDO) spearheaded by Ms. Janette C. Asis, entries must be taken using a smartphone. Picture must be 8”x10”, landscape or portrait and must be in full color.

As stated in the mechanics, the photo entry must include a title which may be in English, Filipino or Pangasinan and should be submitted to the HRMDO on or before September 11, 2023, at 5 o’clock in the afternoon.

The HRMDO said that hard and soft copies of the entries should be submitted. Soft copy of entries must be emailed to pgphrmdo.ld@gmail.com with the subject “Entry for Mobile Photography” or submitted personally at the Center for Excellence in Employee and Organization Development located at Palaris Building, Capitol Compound in Lingayen.

All entries will be posted in the HRMDO Facebook page from September 13, 2023 onwards. Public voting will start on the day of posting and will close on September 15, 2023 at exactly 5PM. Ten percent of the total score will come from social media engagement or the number of reactions the entry gets.

Winners in the competition will be announced on the culminating program of the celebration to be held on September 29 at the Provincial Training and Development Center (PTDC) II.

All is set for the First-ever Mukbang ed Dayat for a cause

LINGAYEN, PANGASINAN – It’s all systems go for the first-ever ‘Mukbang ed Dayat’ for officials and employees of the provincial government and the public.

Dubbed as Grand Boodle Picnic Fest for a cause, the activity which is one of the highlights of the 123rd celebration of the Civil Service Month, is slated on September 22 at the Capitol Beachfront, here.

Said event is spearheaded by the provincial government under the stewardship of Gov. Ramon V. Guico III through the Health and Wellness Club (HWC) led by Sonia G. Yao, Club President.

Mukbang first emerged in Korea in the late 2000 and has turn trending worldwide to become a new food culture today.

To provide the participants with a new experience, the province has prepared the event by adding a twist to it.

As such, the Grand Boodle Picnic Fest will not just be an eating challenge but an activity in which proceeds will be used primarily for the conduct of various outreach activities in Pangasinan.

More than the experience to partake, the event will serve as an opportune time for employees from different offices and the public the chance to feast together as one big happy family.
Said activity will also serve as a venue in which local or homegrown products in Pangasinan will be served. These food products include fried bangus, tinapa, longganisa, camote tops, steamed eggplant/okra with bagoong, among others.

Participants will be treated to a sumptuous meal at minimal cost of P2,500/set or table composed of eight to ten (10) pax.

PPJ conducts ‘Drug-Free Workplace Program Policy (DFWP) and Anti-Illegal Drugs Advocacy Campaign and Symposium’

LINGAYEN, PANGASINAN-Seventy eight (78) Pangasinan Provincial Jail (PPJ) personnel and 252 Persons Deprived of Liberty (PDL) participated in the Conduct of Drug-Free Workplace Program Policy (DFWP) and Anti-Illegal Drugs Advocacy Campaign and Symposium on September 2 at the PPJ Chapel and Multi-Purpose Hall, here.

Said undertaking was conducted by the provincial government through the PPJ in collaboration with Philippine Drug Enforcement Agency (PDEA), Department of Interior and Local Government (DILG), Department of Health (DOH), Philippine National Police (PNP), Department of Justice (DOJ) and the Integrated Bar of the Philippines (IBP).

Forming part of the 4-in-1 activity were the following: Assessment Test to all Provincial Jail personnel which serves as an evaluation of the personnel’s knowledge and awareness on BJMP Manual 2015 as well as the guidelines and policies issued by PPJ and the provincial government relative to PPJ management for career development; conduct of Simulation Exercise on Pangasinan Provincial Jail Defense- to enable all PPJ personnel to defend the jail facility, personnel, visitors and PDL in case of untoward attacks while the PPJ Fire Plan is aimed to evacuate/save office equipment and pertinent documents in case of fire; Conduct of Drug-Free Workplace Program Policy (DFWP and Drugs Advocacy Campaign and Symposium serves as among the requirements in declaring PPJ facility as Drug-Free Workplace; conduct of Provincial Jail Information and Continuing Education (PJICE) in an aim to orient the PPJ employees and PDL on the guidelines in the nationwide implementation of drug-clearing program in controlled facilities for PDL as well as to discuss and create awareness on the ill-effects of drugs among others.

Provincial Jail Chief Lovell U. Dalisay said that PDEA Region 1 conducts drug tests and surprise search and seizure operations to inmates and PPJ personnel three (3) times a month and a must that they undergo drug symposium.

However, Dalisay explained that declaration of a drug-free workplace is possible only if there is no record of any drug related cases and have undergone the aforementioned requirements.

Who will be this year’s “DONONG” Employees’ Competency Tournament Champion?

LINGAYEN, PANGASINAN—Provincial government workers are set to renew their rivalry for this year’s “DONONG” Employees’ Competency Tournament to be held on September 13 at Provincial Training and Development Center (PTDC) II, here.

The competency tournament which is the highlight of the celebration of the 123rd Philippine Civil Service Anniversary is a friendly-competition among employees of the Provincial Government of Pangasinan that showcases their competencies and skills aligned with their functions.

Said tournament will feature five skills competitions such as digital logo making, quiz bee, video making, photography and public speaking.

Based on the general mechanics prepared by the Human Resource Management and Development Office (HRMDO) led by Ms. Janette Asis, the competition shall be opened to employees of the provincial government regardless of employment status.

The HRMDO announced that the different offices will be grouped into seven with their compositions as follows:

Governance Group- Provincial Governor’s Office, Provincial Archives and Records Center, Management Information Services Office, Pangasinan Provincial Jail, HRMDO, Provincial Information Office, Provincial Legal Office, Pangasinan Provincial Library, Provincial Planning and Development Office

Legislative Group- Office of the Vice Governor, Office of the Provincial Board Secretary, Office of the Provincial Board Members

Finance Group- Provincial Accounting Office, Provincial Budget Office, Provincial Treasury Office, General Services Office, Provincial Assessment Office, Internal Audit Services, Bids and Awards Committee
