PSWDO

Vision

The PSWDO envisions a province of empowered individuals, groups, and communities working together towards inclusive and sustainable development for improved and satisfying quality of life.

Mission

To proactively implement responsive social protection programs and services, provide technical support and develop innovations in partnership with the LGUs, NGAs, and Civil Society Organizations.

Mandate

The PSWDO as the lead social arm of the provincial government to implement, develop, and coordinate programs, services, and other initiatives along social protection and poverty reduction for and with the poor, vulnerable, and disadvantaged sectors.

Objectives

1. To initiate the implementation of innovative social welfare programs and services to the LGU’s, PO’s, and NGO’s.

2. To advocate for social welfare and development as a priority concern of all LGU’s, NGO’s, other institutions and concerned individuals and groups for:

a. Provision of holistic development of young children and enhancing the role of parents and other caregivers on stimulating activities for children to carry on early childhood care and development.

b. Developing the Out of School Youth and other disadvantaged Youth to become self-reliant, economically productive, and socially responsible citizens.

c. Articulating clearly the aspirations of women and working for their integration in the limelight of development as well as the promotion of women’s rights and quality together with the promotion of additional knowledge and skills for child care and husband and wife relationships toward a better community.

d. Provision of opportunities for the enhancement of the differently abled persons towards a more productive life and larger participation in the community and make available ways and means for the elderly to participate and enjoy worthwhile activities designed for their continued and larger involvement in societal endeavors.

3. To conduct developmental activities to enhance self–management and capability building of clientele groups.

4. To maintain a responsive and effective organizational structure for the coordination and delivery of efficient programs and services.

5. To strengthen linkages and networking for resource generation and mobilization with different agencies, public and private, domestic and international.

6. To execute service delivery on immediate aid and support for individuals, families, and communities in distress situations particularly those with have to do with immediate relief during and in the aftermath of manmade and natural disasters and calamities.

7. To provide integrated services that protect the needy, disadvantaged, underprivileged, or impoverished groups or individuals particularly those identified to be vulnerable and at high risk to exploitation, abuse, and neglect.
