Ma. Cynthia Encarnita F. Vila was born on February 25, 1965, in Cabanatuan City, Nueva Ecija to loving parents who were both former government employees, Mr. Rodolfo R. Flor and Ms. Lydia C. Cansino, the eldest of eight (8) children.
She studied primary school at Gayaman Elementary School and secondary at Binmaley Catholic School, both in Binmaley, Pangasinan. She loves reading books which lead her to collect book novels.
Ms. Vila grew up in Binmaley, Pangasinan, but was married to a gentleman from Lingayen, Pangasinan in the name of Mr. Gilbert M. Vila an employee from the Provincial Engineering Office. They have a son and a daughter who are both in college.
Ms. Vila started her career as Clerical Aide at Provincial Governor’s Office on January 16, 1987, at the age of 22 years old. That same year she became a Library Aide at the Provincial Library. Her dedication to her work made her grow intellectually which helped her rise from the ranks. No one can match her commitment to her profession which directed to the accomplishments, recognition, and awards of the Provincial Library
