Ma. Cynthia Encarnita F. Vila was born on February 25, 1965, in Cabanatuan City, Nueva Ecija to loving parents, who were both former government employees, Mr. Rodolfo R. Flor and Ms. Lydia C. Cansino.
She is the eldest of eight children.
She studied primary school at Gayaman Elementary School and secondary at Binmaley Catholic School, both in Binmaley, Pangasinan. She loves reading books, which lead her to collect book novels.
Ms. Vila finished Bachelor of Science in Commerce, major in Accounting, and Bachelor in Library Science and Information Services.
She also took up Bachelor of Science in Education, major in Library Science, and earned 33 units, and Bachelor in Elementary Education and earned 18 units.
She now has 12 units in Master in Library and Information Science.
Ms. Vila grew up in Binmaley, Pangasinan, but was married to a gentleman from Lingayen, Pangasinan in the name of Mr. Gilbert M. Vila, an employee from the Provincial Engineering Office. They have a son and a daughter, who are both in college.
Ms. Vila started her career as Clerical Aide at Provincial Governor’s Office on January 16, 1987. That same year, she became a Library Aide at the Provincial Library.
Her dedication to her work made her grow intellectually, which helped her rise from the ranks.
Her unmatched commitment to her profession led to the accomplishments, recognition, and awards of the Provincial Library.
