Dr. Anna Ma. Teresa S. De Guzman joined the provincial government in 2006 as Assistant Provincial Health Officer I. After four years, she was promoted as Provincial Health Officer II, a position which she holds to date.

She was the prime mover and top management representative to the Provincial Health Office’s ISO 9001:2008 Quality Management System certifications in 2014 and to the ISO 9001:2015.

These activities made Pangasinan PHO as the first and the only stand alone PHO in the country that is ISO-certified.

Because of these accomplishments, Dr. De Guzman was awarded as Best Implementer of Quality Management System in Public Health Service Certified ISO 9001:2015.

At present, she is the president of the Provincial Health Officers Association of the Philippines and her term expires in 2025.

She has also attended several training and seminars on public health held locally and in the different Asian countires.

During the 7th Conference of the Union Asia Pacific Region at the Philippine International Convention Center in April 2019, Dr. De Guzman presented: “Political will the way forward to End TB: Role of LGU” The Pangasinan Experience.
