LINGAYEN, PANGASINAN–The Pangasinan Provincial Government will inaugurate the first-ever storehouse of the province’s colorful past and its diverse culture and arts, tomorrow, September 8 at 4 o’clock in the afternoon.

Located in the historic Casa Real beside the Lingayen Municipal Hall, the Banaan Pangasinan Provincial Museum isn’t just an ordinary structure but an edifice that will allow visitors to travel back in the past.

A visit to the museum will allow visitors to get a glimpse during Princess Urduja’s time, the Galleon Trade, American Colonialism, and World War II. Various artifacts, artworks, art installations, and interactive features are also found there.

For its formal inauguration, a brief program will be held where Governor Ramon V. Guico III will deliver a message and Vice Governor Mark Ronald DG. Lambino will render the welcome remarks. An inspirational message will be given by National Historical Commission of the Philippines (NHCP) Chairman Emmanuel Franco Calairo to highlight the event. Unveiling of the museum marker and ribbon-cutting ceremony will immediately follow.

Earlier, the Pangasinan Tourism and Cultural Affairs Office (PTCAO) led by Ms. Ma. Luisa A. Elduayan, launched the museum’s online booking system. As announced by the PTCAO, the museum will be open to the public starting September 11, 2023.

LINGAYEN, PANGASINAN—With the theme, “Cultivating Dynamism Among Government Workers to Foster Sustainable Management and Strengthen Organizational Resilience,” the Mobile Photography Contest for provincial government employees slated this September, is expected to be a competition of artistic talents.

The contest is part of the province’s celebration of the 123rd Philippine Civil Service Anniversary.
The seven (7) provincial government teams are as follows: Governance, Legislative, Finance, Social Services, Economic, Infrastructure, and Hospital Management.

Based on the mechanics crafted by the Human Resource Management and Development Office (HRMDO) spearheaded by Ms. Janette C. Asis, entries must be taken using a smartphone. Picture must be 8”x10”, landscape or portrait and must be in full color.

As stated in the mechanics, the photo entry must include a title which may be in English, Filipino or Pangasinan and should be submitted to the HRMDO on or before September 11, 2023, at 5 o’clock in the afternoon.

The HRMDO said that hard and soft copies of the entries should be submitted. Soft copy of entries must be emailed to pgphrmdo.ld@gmail.com with the subject “Entry for Mobile Photography” or submitted personally at the Center for Excellence in Employee and Organization Development located at Palaris Building, Capitol Compound in Lingayen.

All entries will be posted in the HRMDO Facebook page from September 13, 2023 onwards. Public voting will start on the day of posting and will close on September 15, 2023 at exactly 5PM. Ten percent of the total score will come from social media engagement or the number of reactions the entry gets.

Winners in the competition will be announced on the culminating program of the celebration to be held on September 29 at the Provincial Training and Development Center (PTDC) II.

LINGAYEN, PANGASINAN – It’s all systems go for the first-ever ‘Mukbang ed Dayat’ for officials and employees of the provincial government and the public.

Dubbed as Grand Boodle Picnic Fest for a cause, the activity which is one of the highlights of the 123rd celebration of the Civil Service Month, is slated on September 22 at the Capitol Beachfront, here.

Said event is spearheaded by the provincial government under the stewardship of Gov. Ramon V. Guico III through the Health and Wellness Club (HWC) led by Sonia G. Yao, Club President.

Mukbang first emerged in Korea in the late 2000 and has turn trending worldwide to become a new food culture today.

To provide the participants with a new experience, the province has prepared the event by adding a twist to it.

As such, the Grand Boodle Picnic Fest will not just be an eating challenge but an activity in which proceeds will be used primarily for the conduct of various outreach activities in Pangasinan.

More than the experience to partake, the event will serve as an opportune time for employees from different offices and the public the chance to feast together as one big happy family.
Said activity will also serve as a venue in which local or homegrown products in Pangasinan will be served. These food products include fried bangus, tinapa, longganisa, camote tops, steamed eggplant/okra with bagoong, among others.

Participants will be treated to a sumptuous meal at minimal cost of P2,500/set or table composed of eight to ten (10) pax.

LINGAYEN, PANGASINAN-Seventy eight (78) Pangasinan Provincial Jail (PPJ) personnel and 252 Persons Deprived of Liberty (PDL) participated in the Conduct of Drug-Free Workplace Program Policy (DFWP) and Anti-Illegal Drugs Advocacy Campaign and Symposium on September 2 at the PPJ Chapel and Multi-Purpose Hall, here.

Said undertaking was conducted by the provincial government through the PPJ in collaboration with Philippine Drug Enforcement Agency (PDEA), Department of Interior and Local Government (DILG), Department of Health (DOH), Philippine National Police (PNP), Department of Justice (DOJ) and the Integrated Bar of the Philippines (IBP).

Forming part of the 4-in-1 activity were the following: Assessment Test to all Provincial Jail personnel which serves as an evaluation of the personnel’s knowledge and awareness on BJMP Manual 2015 as well as the guidelines and policies issued by PPJ and the provincial government relative to PPJ management for career development; conduct of Simulation Exercise on Pangasinan Provincial Jail Defense- to enable all PPJ personnel to defend the jail facility, personnel, visitors and PDL in case of untoward attacks while the PPJ Fire Plan is aimed to evacuate/save office equipment and pertinent documents in case of fire; Conduct of Drug-Free Workplace Program Policy (DFWP and Drugs Advocacy Campaign and Symposium serves as among the requirements in declaring PPJ facility as Drug-Free Workplace; conduct of Provincial Jail Information and Continuing Education (PJICE) in an aim to orient the PPJ employees and PDL on the guidelines in the nationwide implementation of drug-clearing program in controlled facilities for PDL as well as to discuss and create awareness on the ill-effects of drugs among others.

Provincial Jail Chief Lovell U. Dalisay said that PDEA Region 1 conducts drug tests and surprise search and seizure operations to inmates and PPJ personnel three (3) times a month and a must that they undergo drug symposium.

However, Dalisay explained that declaration of a drug-free workplace is possible only if there is no record of any drug related cases and have undergone the aforementioned requirements.

LINGAYEN, PANGASINAN—Provincial government workers are set to renew their rivalry for this year’s “DONONG” Employees’ Competency Tournament to be held on September 13 at Provincial Training and Development Center (PTDC) II, here.

The competency tournament which is the highlight of the celebration of the 123rd Philippine Civil Service Anniversary is a friendly-competition among employees of the Provincial Government of Pangasinan that showcases their competencies and skills aligned with their functions.

Said tournament will feature five skills competitions such as digital logo making, quiz bee, video making, photography and public speaking.

Based on the general mechanics prepared by the Human Resource Management and Development Office (HRMDO) led by Ms. Janette Asis, the competition shall be opened to employees of the provincial government regardless of employment status.

The HRMDO announced that the different offices will be grouped into seven with their compositions as follows:

Governance Group- Provincial Governor’s Office, Provincial Archives and Records Center, Management Information Services Office, Pangasinan Provincial Jail, HRMDO, Provincial Information Office, Provincial Legal Office, Pangasinan Provincial Library, Provincial Planning and Development Office

LINGAYEN, PANGASINAN—Sangguniang Panlalawigan (SP) Member Arthur C. Celeste, Jr., led the kick-off ceremony of the PCL (Philippine Councilors League) Week Celebration- Pangasinan Chapter during the flag raising ceremony on September 4 at the Provincial Training and Development Center (PTDC), here.

In his message, the PCL Pangasinan Chapter president disclosed that the week-long celebration is highlighted with two activities which will be held on September 6 in Alaminos City.

The league’s scheduled activities include a Blood Letting activity and Mangrove Planting Activity to be conducted at the Mangrove Park in Brgy. Bued. Both will be enjoined by all members of the PCL Pangasinan Chapter and other groups or sectors.

On the blood letting activity, Board Member Celeste said that this will redound to the benefit of Pangasinenses who are in need of blood. “Ang dami po nating kababayan na nangangailangan ng dugo, we believe na malaking tulong ito sa kanila,” he said.

The mangrove planting, on the other hand, aims to raise awareness among Pangasinenses on the importance of the environment. The Mangrove Park is the newest attraction in Alaminos City which allow visitors to have a walk through the boardwalk experience of greenery and wildlife while overlooking the view of the Hundred Islands National Park .

Alaminos City, Pangasinan – The Overseas Workers Welfare Administration (OWWA) Region I headed by OIC – Regional Director Gerardo C. Rimorin and OIC Regional Director Romeo A. Jaramilla of the Department of Migrant Workers (DMW) Regional Office 1 led the Press Conference on OWWA Programs and Services at the First Islatel Hotel & Leisures, here.

Said activity aimed to foster awareness on the programs and services of the agency to help Overseas Family Workers (OFWs) and their families through intensive information dissemination.

The OWWA programs and services are designed to protect and promote the welfare and well-being of OFWs and their dependents includes Social benefits, Education and Training Assistance, Workers Welfare Assistance and the Social Services and Family Welfare Services as well as Special Projects. LINGAYEN, PANGASINAN—The Sangguniang Panlalawigan (SP) in its regular session on September 4, approved a resolution authorizing Governor Ramon V. Guico III to enter into and sign a Memorandum of Understanding with the Department of Health (DOH)-Center for Health Development (CHD) 1 for the implementation of the 2023 Healthy Settings Program for Healthy Communities.

Sponsored by SP Member Shiela Marie F. Baniqued, the resolution stated that “in the implementation of the program, it is the objective of the Province of Pangasinan and the Department of Health to further improve and sustain an efficient and effective health care delivery system in the Province through health promotion initiatives designed to ensure that the environments wherein individuals live, learn and work are promotive and protective of health.”

As stated in the resolution, there are various minimum components which the law mandates in local health systems. These are as follows: primary care provider network with patient records accessible throughout the health system; accurate, sensitive, and timely epidemiologic surveillance systems; and proactive and effective health promotion programs and campaigns.

“Section 30 of Universal Health Care Act Implementing Rules and Regulations provides that local government units, guided by the Health Promotion Framework Strategy, shall issue and implement effective health promotion policies and programs that promote health literacy and healthy lifestyle among their constituents, prevent and control diseases and their risk factors to advance population health and individual well-being,” the resolution likewise stated.

RA 11223 or the Universal Health Care of 2019 mandates the implementation of health reform program that will ensure that every Filipino is guaranteed an equitable access to quality and affordable healthcare services and is protected against financial risks.

Governor Ramon V. Guico III during the regular flag raising ceremony held on September 4, said suspension of work and classes should first be in the discretion of the Local Government Units (LGUs) depending on the weather situation in their localities.

In stating this, he disclosed that there is a process and system in declaring province-wide suspension of work and classes.

“Napakalaki po ng probinsiya at hindi lahat ng lugar ng ay binabaha,” the governor stated as he further said that the PDRRMO is regularly monitoring the situation to include the water levels in dams and rivers in the province and even outside Pangasinan.

Gov. Guico said the provincial government is constantly coordinating with the LGUs and other agencies involve in the process. “Once we find out that there is a need to declare suspension, we will do so. Right now the LGUs (municipalities and cities) are empowered to declare suspension in their respective locality,” he stressed.

The heavy rains over the weekend was caused by enhanced Southwest Monsoon that is affecting the country. Luzon Local Weather posted by the Pangasinan PDRRMO issued at 5PM on September 3 stated that as of 4PM that day, the center of the eye of Typhoon Hanna was estimated based on all available data at 245 km. North Northwest of Itbayat, Batanes with maximum sustained winds of 155 km/h near the center, gustiness of up to 255 km/h, and central pressure of 950 hPa and it is moving West Northwestward at 20 km/h.

On heavy rainfall warning, yellow warning level is raised over Pangasinan. For yellow rainfall warning, 50-100mm of rain in one to two hours is expected. Possible flooding and landslides in flood and landslides-prone areas are likely to happen.

Pangasinenses especially those residing in flood-prone areas, are encouraged to be vigilant while fishermen are advised to refrain from fishing to ensure their safety.

LINGAYEN, PANGASINAN—The Provincial Government of Pangasinan was cited as one of PAG-IBIG Fund’s Top Employers in North Luzon for the first semester of 2023.

The award was given on August 30 at Clark Marriott Hotel, in Clark Freeport, Pampanga and received by Provincial Accountant Atty. Marlon Operaña on behalf of the provincial government.

This came after stakeholders in the country’s major regions were apprised on specific accomplishments and partnership that led to record-high achievement of PAG-IBIG Fund in terms of its net income, membership savings, loan releases and payment collections.

Reportedly, PAG-IBIG Fund’s net income in 2022 reached P44.50 billion which is 28% higher than the previous year.

In the plaque of recognition awarded to the province it stated that the Provincial Government of Pangasinan significantly contributed to PAG-IBIG Fund’s efforts of providing Filipino workers the benefit of its savings programs and access to affordable home financing.

The provincial government under the stewardship of Governor Ramon V. Guico III, on the other hand, assured PAG-IBIG Fund of its continuous assistance and support in the agency’s various programs.

Said award reflects the hard work of all government officials and employees from the highest down to the lowest rank contributing to the continued growth of the financial institution.
