gov. pogi delivers his sopa


Governor Amado I. Espino, III delivered a heartfelt State of the Province Address (SOPA) underscoring the accomplishments and indubitable gains of his leadership for the past three years, which are solid proofs of an extensive public service down to household level.

“Magmula nang ako ay maluklok sa panunungkulan, wala po akong hinahangad kundi ang mapangalagaan, mapagsilbihan, at mai-angat ang kalagayan at katayuan ng bawat pamilyang Pangasinense,” Governor Espino stated to set the tone of the third SOPA he delivered on March 28 which gathered a over 10,000 crowd that spilled over the grassy part of the Capitol Plaza.

Elated over the gains of the provincial government, Governor Espino said the province today is taking the right direction towards attaining the collective goal for Pangasinan: “The Best Place to Invest, Work, Live, and Raise a Family.”

In stating the various accomplishments of the province in line with the 10 Development Thrusts, Governor Espino reiterated that the programs, development efforts and services fuelled by the provincial administration are cascaded down to villages to reach out to the families in households.

“Kung dati rati ang mga mamamayan ang pumupunta sa atin, ngayon, tayo na ang pumupunta sa kanila. Abot-kamay na ng ating mga mamamayan ang ating mga serbisyo, lalo na ang mga nasa liblib na lugar ng ating lalawigan,” he said.

On this note, the provincial chief executive assured the relentless genuine service the provincial government will continue to provide in partnership with the bureaucracy, local government units, various National Government Agencies (NGA), and other development partners.

The provincial government surges in its infrastructure development projects from roads to bridges, NGA-assisted projects, provincial, municipal, barangay, hospital buildings and facilities, agricultural facilities, water systems, school buildings and facilities, flood control projects, and the procurement of heavy equipment used for infra-development.

Since July 2016, Pangasinenses saw the extended delivery of healthcare services which are not only provided in the 14 provincial government – run hospitals, but is also offered through the I Love Pangasinan Kalusugan Karavan, a flagship public healthcare delivery service which has already benefitted 1,082 clustered barangays with 429,877 residents served.

Agricultural development in Pangasinan continues to boom to secure food security of Pangasinenses, which is sustained through the regular production assistance efforts of the province for farmers and fisherfolks, and the provision of irrigation projects to irrigators, and farm mechanization service facilities.

As a result, Pangasinan remains as the food basket in region one, boasting the high production of rice, corn, mangoes, bangus and other agricultural products.

Bringing employment services closer to Pangasinenses, the province since July 2016 through its wide-ranging job placement strategies was able to bridge the job placement of 7,606 job-seekers. Capping the job placement efforts of the province are brainchild projects of the provincial administration – the Mobile Skills Training Project and Mobile Job Fairs, which are constantly making rounds in villages.

He said that with strong manpower development and employment program and continuing partnership with DOLE, TESTA, LGUs and ither partners, Pangasinan has recorded the lowest unemployment rate of 5.2% for the past 15 years.

Through the Livelihood Assistance Program, the province reaches out 218 organized groups, and small businessmen to help them in their livelihood ventures.

Environmental protection and Disaster Risk Reduction and Management (DRMM) are prime concerns of the provincial administration in the verge of Climate Change felt and observed by Pangasinenses. As a strategy, reforestation efforts, coastal resource education, and environmental advocacy programs are frontlined. These are on top of service provided by the new environmental pet project of the provincial administration – the Kalinisan Karaban, which heightens the environmental sensitivities of Pangasinenses.

The Ligtas at Aktibong Pamayanan and Dunong Kaalaman Kaligtasan advocacy programs serve as outlets to mobilize DRRM in the grassroots.

Tourism promotions and cultural development come together to spur development and economic opportunities for the people. Farm tourism is pushed as an added tourism allure, aside from the natural and man-made wonders the province is blessed to have.

Celebration of cultural development in Pangasinan is highlighted via the 3D projection at and animation show on Pangasinan History and Development using the Capitol Building, which celebrated its centennial anniversary in December 2018.

Pangasinan today is famed for its extensive sports development program, which front lines the Pangasinan Sports Academy as a breeding ground of athletes who are fielded to various sporting events in the country. Other notable sports programs include: the Governor’s Cup Inter-Town/City Basketball Tournament, Pangasinan Inter-LGU Unity Games, Pangasinan Inter-Agency Basketball Tournament, and the Governor’s Cup Inter LGU Shootfest.

Under the present administration, the Provincial Scholarship Program is expanded further, serving scholars under categories – academic, Pangasinan State University, and Technical-Vocational.

Complementing the peace and order efforts of police authorities is the support of the provincial administration to the drive against illegal drugs made evident with the conduct of random drug testing among officials and employees of the provincial government, and the establishment of the Pangasinan Reformation Center, which serves moderately-affected drug users, and the youth.

Governor Espino said that latest reports bared that Pangasinan still has the highest percentage in its barangay drug-clearing operations compared to other provinces in Region 1.

Socialized housing is also not neglected as the provincial government continues to provide housing entitlements to qualified applicants, and resettlement projects to informal settlers.

Social services are also sustained, to include: emergency assistance program, child welfare program, youth welfare program, women welfare program, Lesbian Gay Bisexual, Transgender, Queer and Intersex program, Person With Disability program, and senior citizens program.

It was also noted that the sound fiscal management of the province not only attracts investors to establish their businesses and investment ventures in the province, but also encourages NGAs to help the province in the development efforts.

The provincial government continues the excellence in good governance it is known for, which is evident with the ISO certification of six provincial government offices, (in addition to the Provincial Health Office, the Pangasinan Provincial Hospital and Eastern Pangasinan District Hospital) the Seal of Good Governance Award given to the province for the fourth consecutive year (2015, 2016, 2017, 2018), and the roster of awards and citation the province received taking credit of its exceptional governance in various fields.
