TO WHOM IT MAY CONCERN:

THIS IS TO CERTIFY that at the regular session duly constituted of the Sangguniang Panlalawigan, Province of Pangasinan, held on October 4, 2011 at Lingayen, Pangasinan, the following provincial resolution was approved:





PROVINCIAL RESOLUTION NO. 397-2011



DECLARING A STATE OF CALAMITY IN THE PROVINCE OF PANGASINAN DUE TO DAMAGES WROUGHT BY TYPHOON “PEDRING” AND TROPICAL STORM “QUIEL”


WHEREAS, by virtue of its power under the provision of RA 7160, otherwise known as the Local Government Code of 1991, the Sangguniang Panlalawigan is empowered to declare the Province in a state of calamity;

WHEREAS, in a span of one week, the Province of Pangasinan was not spared from the fury unleashed by Typhoon “Pedring” and Tropical Storm “Quiel” last September 27 and October 1, 2011, respectively;

WHEREAS, numerous barangays and towns in the Province of Pangasinan have been greatly affected by Typhoon “Pedring” and Tropical Storm “Quiel”, destroying agricultural products and infrastructure;

WHEREAS, the Provincial Disaster Risk Reduction and Management Council has reported that a total of 2,909 families or 13,056 persons have been affected by Typhoon “Pedring” and Tropical Storm “Quiel” as of October 2, 2011;

WHEREAS, it has also been reported that the total damages wrought by Typhoon “Pedring” and Tropical Storm “Quiel” to agriculture and infrastructure were estimated at P634,000,000.00 and P83,000,000.00, respectively, with a total amount of P717,000,000.00;

WHEREFORE, in view of the foregoing, on motion of all Sangguniang Panlalawigan Members, duly seconded, it was –

RESOLVED, by the Sangguniang Panlalawigan in session assembled to declare, as it is hereby declared, a State of Calamity in the Province of Pangasinan due to damages wrought by Typhoon “Pedring” and Tropical Storm “Quiel”;

RESOLVED, FINALLY, that copies of this resolution be furnished His Excellency, President Benigno Simeon C. Aquino III, at his office in Malacañang and other agencies like the National Disaster Risk Reduction and Management Council, the Department of Social Welfare and Development, the Department of Public Works and Highways, and the Department of Agriculture, for their information.
